X3 font problem: cutting off bottom of letters
I installed X3 into my new system and yes, it crashes sometimes when adding text to curves. Seems to do straight floating text, it works. So, I was trying to duplicate a brass name tag and the font was cut off at the bottom. Then, I noticed all my fonts are cut off at the bottom! These aren't random fonts -- they are the ones that came with Windows 7 and I haven't altered or added to them. Man, oh man -- what a problem! I haven't a clue what to do. This is new plain floating text on a new page, so I don't think I'm doing anything to cause this. I created text as a selection and it looks okay. Created the same text as vector and it looks okay too. Just the text typed as floating does this cutoff at the bottom.

I have the exact same problem.
But the thing is, that the problem isn't just with the fonts but all selections.
So try making bar in some colour. The copy it next to the old one and release selection. The bottom cuts out.

I have patched my PSP x3 with the patch 1.
I also have contacted two times to support, but got only one answer which told me to reinstall the software.
I formatted my system drive and reinstalled the software, the problem is still there.
I have never had this problem with the older variants of PSP, like X2
I have the exact same problem.

I can't duplicate your problem with the bar. Maybe I'm not executing the same steps as you, but my bars come out exact. I created a new image with white background. I then created a rectangular selection and filled it with a color. Then I selected the bar with the magic wand and pasted onto a new layer. When I align the two bars, there are no missing pixels.
I haven't tried the text problem yet.

Hmm try like this:
1. Draw a bar and select it, with magic wand.
2. Copy it with Ctrl + C
3. Paste it with Ctrl + Shift + E, and move it next to old bar.
4. Release selection by pressing mouse 2 outside it.
Don't make any layers at all. Just repeat my steps.
Windows 7 64 Bit

I've gone over your screencast several times, and I can find only one difference. When you draw your rectangular selection, on the tools bar under "Create Selection From", your middle choice is high-lighted (Layer opaque) and mine is grayed out. I can't figure out what controls this, but that is the only difference I can find. I give up.

Well thanks for trying. I think it is somekind of incompability with hardware/software(drivers, operating system) or just a silly bug witch appears if some settings are put in to right position.
I'm glad that I am not the only one though. Lets hope that somebody can confirm this too than just me and thread starter. Maybe Corel will then hear us out.

I've also had the "small cut-off problem with selections" from time to time (can't tell rhyme or reason).
Also had a problem with the A (font) causing freeze/crash problems.
Since I learned to clear the cache, it fixes the bugs.
See:
File/Preferences/Reset Preferences - be sure "Delete all cache files." is checked.

I tried that and I also reseted all other settings. Problem is still there.

I was able to recreate this issue.
I know some of you have tried this, but others may have not. It is my suggestion that anyone having issues to reset their PSP program. Now, this will not lose any of your images, but your preferred workspace will be reset. It is worth a shot, but I am not suggesting it will fix this issue.
File, Preferences, Reset Preferences, and check the top five settings only. This again will reset everything, so please be sure this is what you want to do. I suggest it if you're having trouble. Then when you start PaintShop Photo Pro X3 again, hold down your SHIFT key on your keyboard while you click to launch the program. Click to proceed.
If you still have problems, and want to see if you can get Corel to look into the matter a bit more. I've typed up a quick note (please check for errors I did this quickly) if anyone would like to use it, and of course add their experiences to the list. Please be sure to offer details, and the things you've done to fix the issue. Please be sure to add your PSP version, Operating System, Video, Memory, and CPU speed if possible.
The more people offering the same list of issues, may help with a resolution in the next update.

I am writing to inform you that using these steps causes a string of pixels to delete, and it is believed to be a bug with the release of PaintShop Photo Pro X3 13.0.0.253
1. Start a new image, with solid background.
2. Selection tool, rectangle, add/shift, feather 0, anti-alias on.
3. Draw out a 3" rectangle. Flood fill or paint in the shape with a solid contrasting color. Leave shape selected.
4. Go to Edit, Copy.
5. Go to Edit, Paste as transparent selection.
6. Place the copy to the right and up against the first shape.
7. Go to selections, Select None.
Take note that there is a string of pixels that is being removed. I believe this is a bug within the program. I've confirmed this issue with my peers in a PaintShop Photo Pro community forum.
The majority of the Corel PaintShop Photo Pro X3 users, and including myself are all experiencing an issue with the thumbnails within the program. Sadly, there seems to be no native thumbnail viewer for the PaintShop Photo Pro file types. This is a very important part of PaintShop Photo Pro, and we would like to see the native thumbnail viewer fixed within the program.
There is also an issue with the program randomly crashing or freezing when both native and non-native fonts are used in a new canvas, and at times when text on a path is entered.
The solutions I have been offered from the Corel technical support team was to uninstall the program, and reinstall it. This did not fix the issue. I am eager to see this issue fixed in the next patch release. The other responses from the support team have included that they are aware of the issue, and no other help was offered.
We eagerly await the next patch to fix these issues.

I still cannot replicate the problem using the steps you indicated, but I have come up with another question you might be able to explain. If I flood fill or paint with the background/fill color (right click on the mouse), and then edit/copy and edit paste as transparent selection, nothing gets pasted. It only works if I use the foreground/stroke color (left mouse click) to flood fill or paint. Why is this?

I completed these steps
1. New canvas 500px x 300px, 72.000, raster background, 8bits, white background
2. Having my flood fill tool selected, right clicked one time into the canvas, it flood filled black.
3. Edit, Copy.
4. Edit, Paste as transparent selection.
5. Clicked inside the canvas.
6. Selected my move tool.
7. Moved the selection. (of course expand the workspace to see better)
The trick is to click inside the canvas after completing #4
Let me know if this worked for you.

3. Edit, Copy.

5. Clicked inside the canvas.
6. Selected my move tool.
7. Moved the selection. (of course expand the workspace to see better)
The trick is to click inside the canvas after completing #4

Nope that didn't do it. Here's what I did:
1. New canvas 500px x 300px, 72.000, raster background, 8bits, white background
2. Using selection tool, drew a rectangular selection.
3. Having my flood fill tool selected, right clicked one time into the selection. It flood filled red (my background/fill color).
3. Edit, Copy.
4. Edit, Paste as transparent selection.

It's not a big deal because it works fine if I paint or flood fill with the foreground/stroke color. I was just curious.
